Bandwidth Probs caused by external HD ?

When I plug my western digital 2 tb external hard drive into the USB 2.0 port my internet bandwidth speed is cut in half. I have ran virus and spy ware scans on the drive and it's clean?
Any Ideas? running win XP, thank you
